All passports for applicants under 18 now carry a single national fee of ¥2,500, so children under 12 pay the same ¥4,400 online or ¥4,800 on paper as teenagers 2. The ministry says part of the cost of consular protection is now paid from the International Tourist Tax 1.
Validity rules from 1 July 2026
From 1 July 2026 applicants aged 18 and over can only get a 10-year passport, and applicants under 18 can only get a 5-year passport 4. A replacement that keeps the old expiry date is not available to applicants under 18 1.
Processing times
A passport usually takes about two weeks in Japan 3. The ministry expected a rush after the fee cut and warned that applications from 1 July could take about a month 3. Applications at an embassy or consulate take about two weeks longer for delivery 3.
